Again, Time Killers is hard to call "clone" since it came out just two weeks later, although I doubt it'd have won over Mortal Kombat even if it came out earlier. I don't really trust the release dates for Time Killers floating out there. Obviously this is anecdotal, but I remember Mortal Kombat appearing in the arcades long before Time Killers ever showed up, and it was pretty clear it was riding off that game's success.

Fun fact - Killer Instinct was the discipline of the first official Russian esports event (the prize was Panasonic 3DO), pretty much making it the starting point for cybersport in Russia. There's even some footage from it - pretty cheesy to watch (it was organized by Nintendo Power-esque magazine during the time when video games in Russia were considered children toys, after all), but still an interesting relic of time, I guess.

Time Killers is like Fatal Fury 1. If it was developed and released a few months after MK1, then it might have been in development at the same time. If you disagree, then how do you explain Fatal Fury 1?
As for Kaneko's Jackie Chan arcades, they show what MK would have been like, Neo-Geo zooming+combo style.

Killer Instinct leans a little closer to the MK end of things, although I'd say it plays closer to Street Fighter in terms of controls and base gameplay. I'm actually very early into a KI article, because it's a series that very much needs one. Can't say when it'll be done, though, since I'm waiting for the new content of Season 3 to be released. There's going to be a pretty interesting new single player mode coming out this summer, I want to be sure to write about that.

Personally I like to see Eternal Champions and KI as two sides of the same coin: Realizing how succesful the genre had become, the American branches of Sega and Nintendo respectively decided to develop their own fighting games. And both resulting series combined elements from the most popular titles at the time: Street Fighter 2 (the basic gameplay) and Mortal Kombat (grim setting, sinister characters and the inclusion of violent finishing moves).
What I actually don't quite get is why the first Rise of the Robots was included. Was it the aggressive marketing? Because otherwise I don't see many similarities to MK.
Edit: KI and EC also both feature a time travel storyline (at least KI2 does, KI one is more about "resurrecting" some monsters from the past). That has to be a Time Killers homage, right...?

That's actually a very common trope in fighting games, and I'd say it's more because it gives you a pretty easy template to make a full character set, without having to worry about things like backstories or how the characters relate to each other. (Although, EC did a commendable job of doing that for an early fighting game, so credit is due there.) You need a medieval guy, you need a cave man, you need a dude from the future, and you're pretty much good to go. I wouldn't call it a homage, just like Pray for Death generally isn't a homage to Eternal Champions, despite having the same plot.

I was joking about the Time Killers thing I agree, it is an easy way to justify having all the "coolest" archetypes from history and mythology fighting each other in one game. I believe this trope can also be found in other media like comics and movies.
