I recently started playing this very obscure action RPG called "Moon Child". First I thought it was only released on PC88 but from an article in Oh!MZ I discovered it also appeared on the MZ-2500. This version actually had voice acting (the PC88 version doesn't, and instead has a horribly repetitive BGM). However, only certain parts of the game are voiced, such as the opening narration and certain key story scenes. Wonder who's voicing here? Most video games with Japanese voice casts I've come upon used voice talents from Aoni Production (same agency as in most Toei Animes).
In 1988, the PC Engine CD was introduced, and resulted in a boom in voice acting in Japanese video games.

I wonder how many systems with this kind of tape+floppy set up the MZ-2500 had also had games with some voice acting? From what I can piece together, the tape and floppy drives where both standard which I don't think was common. Wikipedia claims it's the only game on the system that actually did this though. Maybe it really is the first one with voice acting.

Tengai Makyou: Ziria and Ys 1 & 2 on PCE CD had voice acting, I guess they popularized it unless there's a game from 1988 that had it too. 1989.

I don't know of an older Japanese RPG with voice acting, but as far as I know, large swaths of that whole generation of Japanese computer games is largely unexplored territory in the West, so it'd be hard to confirm with 100% certainty. As for when it became normal in console games... it's true that the PCE-CD (and later the Sega CD) had voice acting in RPGs starting with Tengai Makyou in 1989, but these were niche consoles (contrary to popular belief, the Hu-Card PCE was a higher seller than its CD counterpart). Most PSX and SAT RPGs only featured a bit of voice acting, and sometimes none at all (none of the PSX Final Fantasy games had it, IIRC, and neither did DQVII), so it only really became ubiquitous with the PS2 generation.
