Huh, looks like a more platform-y Bloodthorne or Flashback. Mobygames has it listed as "Generations Lost", and the only game released by Pacific Softscape.

The idea is that human society is conquered by aliens and humanity is reduced to grovelling fools. You're the chosen one that can operate that thing, the E-RAD I think? It functioned as a blaster, a grappling hook and some other tools. I played it quite a bit whenever it had come out.
Kind of bland though. It's like a mix between the first Genesis X-Men game and Flashback. But the storyline/character isn't as engrossing as Flashback's and the action isn't as fast or intense as X-Men. Worth a shot if you like those games, Blackthorne, etc. though.
