There are a ton of emulator frontends out there that get a lot of praise, but most of them tend to be a headache to fully configure and navigate through. Maximus Arcade is probably one of the better options, but are there any good alternatives that have a good presentation, efficiency and user-friendliness?

MAME32 (MAMEUI) and MAME32 Plus are great frontends for MAME.
As for the other emulators, I guess you are out of luck. No one makes front ends anymore since most emus are windows based.

You have to specify what console and what handheld. You won't find any universal frontends.
Besides, every decent emulator is already windows based, why would you need a frontend? Frontends were invented to circumvent the obtuse interfaces old DOS emus had.
Unless you are talking about those programs that lets you have game information, pics, boxarts, etc. saved (like what MAME UI does)? I guess those are also called frontends though...
I haven't seen anyone using a frontend (except MAMEUI) for many many years now. I guess google should be your new friend now.

A guy is currently working on an NES emulator more-or-less designed to be able to be controlled/navigated entirely on your TV. You can check that out, I suppose: nemulator.com/

I have used Gamebase. Technically, it was designed for Commodore emulation, but it can be fitted with any kind of emulator. It might be little hard to get started with it, but after that, adding games on it is quite easy as couple of mouse clicks and enter. www.bu22.com/
