what do I need to do to get ISOs to play in magic engine?
or do I need another PCE emulator to do that?

You need to mount the image using Daemon Tools (or your preferred equivalent) before you start, it'll then recognise them as a proper CD in a drive.

I paid nothing for Magic Engine XD
Magic engine never did find phantom Drive Z either.
and OOtake requires some unzip thingy and the PCE syscard which I couldn't find anywhere

What Ootake do you have? I've never needed anything more than the base emulator and a BIOS(which just about any disc emulation will need). Either case, you mount an image to a virtual disc drive, with WAVs in the same folder, not MP3s(which a lot of disc games for various consoles will be packaged with, to save file space. Only difference is Sega CD emus will actually take mp3s, since they can read the ISO off a hard drive), and make sure the .cue file(open with a text reader) actually has WAVs listed.
P.S.: I see the name of the site too. It doesn't mean you have to try every game on every machine in existence

the ISOs I found had .qpe files.
I used whatever ootake was on emulator Zone

Never heard of .qpe. Unless you can mount that to a virtual disc drive, try a different rom site. You'd be better off if you can find strictly .iso and nothing else, or at least a .cue with mp3(which you can convert to wav)/wav files. I'll pm ya one I know of

Go to edgeemu for PCE-CD ISOs too. If not that, snesorama.us's forums.
And yeah, Ootake's the best free PCE emu out there. I've been using it for eons now.

I go the syscard roms (hell I have EVERY HU CARD GAME EVER) so CD rom is the next best thing.
I'll see if I can get OOTAKE running proper.
