I want to burn some DVDs of some anime I downloaded so I can watch it at work. Can anyone tell me a good program to use?

Well, if you've got the image, DVD Decoder should do the trick.

I ment like anime fansubs like taking the avi files and making a vcd (though in this case a VDVD).

Woe is me, for that is one thing I don't know how, but I suggest beginning your search for knowledge here.

I don't want to sound mean but I hate it when people are like just google it, sometimes google doesn't have all the answers, or one can't figure out the right wording to get the best results. Trust me, I tried google first.

Sorry, but that's the only viable option I had left.

Sorry, but that's the only viable option I had left. It's ok, I just spend to much time on 4chan or something.

I'd try Mac the Ripper and Toast if you have a Mac. You use the former to transfer the video files onto the DVD, then toast to do the burn. Very easy to do.
