I'm not 100% sure on the definition - is it something quite zany and low key production/budget wise but perfectly playable?
or
is it moreso the "so terrible that it kinda becomes quite entertaining? (like a game version of 'The Room' I suppose?)

I've always put it in kind of the "Plan 9" category. It can be a guilty pleasure, but it's more a case of the things that make it bad/weird/ridiculous/whatever are specifically the qualities that make it entertaining to either watch, play, or even just to talk about.
It doesn't necessarily have to be the worst thing ever, though, it can just have particular qualities that fit the bill.
It's at least a little bit subjective, though. I personally thought the "Jay-Sin! Jay-Sin!" scene from Heavy Rain was goddamned hilarious. Some people took that moment very seriously and don't appreciate it being made fun of, others still hated it.

There's a topic on another forum I frequent called "Valiant Failures". Basically, games which tried to do something new/different/interesting/innovative and which succeeded in some areas, but overall, either failed in the details or succumbed to their own ambition. I tend to think of kusoge like that- having some good qualities, but committing some serious sins as well. If a game is just out and out terrible from the get-go, it tends to be of little interest.

David Cage needs to work on his melodrama. He's slightly less nuanced than Tyler Perry.

Does 'Incredible Crisis' count? It's pretty awful by and large but there is something awesome about a game that has you running from a big Boulder thing Indiana Jones style and then soon after answering daft trivia to avoid being electrocuted by insane paramedics, doing a back massage for a lady that sounds like she is too into it and also cracking a safe via the medium of men in wolf masks playing the trumpet! Oh god this game is amazing. I watched a friend play it a while ago and haven't laughed so hard in ages.

Hilarious advertising, for all the wrong reasons.

I'd love to hear someone explain what Daikatana succeeded at. It furthered Civil Rights 30 years, true story. Ok, not really. I'm really mad I didn't pick it up at Microcenter about a year ago --- they had a massive bin filled with about a hundred unopened copies of that and Deus Ex for about a dollar a piece.

I still have yet to play either one. Then again, I've always been more of a console guy.

I bought about eight of the Daikatana ones for my John Romero shrine. They were $2 each! No Deux Exs, but at the time they had an ample supply of Deathtrap Dungeon, which doesn't quite have the same appeal.

A year after it came out my Dad was selling it at his drug store for $5. He brought me home a copy, excited that they had brought it something cool to the store and I didn't have the heart to tell him about the game's reputation. It ran about 2fps on the PC I had at the time so I never even had a chance to be John Romero's bitch.
