In the UK it certainly reached store shelves, but according to sources was later pulled when SNK went under - I can't vouch for this, despite being in the UK at the time, since I wasn't following the NeoGeo Pocket scene very closely. Absolutely no idea about the US other than second hand sources. Well, this game came out around 2000 or 2001? Does a company pull its stock from stores when it goes under? Is that standard procedure? SNK died in 2001 and Playmore bought it. Then after that NGPC and carts appeared all over the place in discounted blisters with no packing. I bought mine in 2003 or 2004 at an EBGames in NY. So yeah, it seems whoever owned the rights to all that at the time was trying to make some money out of leftover stock. I'm sure they recycled all the new packing and manuals to be able to bundle games together at a discounted rate.

I got an NGPC recently, and I've heard about this game over and over, and was wondering if anyone could answer a question which isn't covered in the article -- if I get a Japanese copy of the game does it have an English translation built in, or am I out of luck in that regard?

From what I've heard, no, unfortunately. It's crazy how expensive the US cart has become. Getting a complete European copy has been expensive for a long time, but the US cart used to be pretty cheap not that many years ago. I'm glad I finished my US set a while back. Seems like there's a lot of misinformation out there now too. I see a lot of auctions for the European version on eBay claiming they're the US version. I don't know why people find NGPC games so confusing. US releases have an ESRB rating on the cart and box, it's as simple as that.

According to Planetemu there's a JPN and an EU rom, with different sizes. I haven't dloaded the JPN one to test, but I would put money on it being Japanese only. It's almost unheard of for handheld titles to contain English along with Japanese.
If you have a CFW PSP I'd suggest emulating it. The visuals look better.
