Payday 2. Not only was there a wide variety of tracks that had different segments for stealth mode (prior to alerting guards), combat mode (after) and assault waves (when the police got ready to send a fresh, harder wave of SWAT in), but an official patch allowed you to use any of the game's tracks for any level.
More than any of Overkill's any misfortunes or bizarre decisions, I think Simon Viklund quitting the company is/was the real point of no return for the game. Simon Viklund is a talented musician and I think Payday 2 is a poorer game without his input.
Sorry for the tangent. Personal woes. Used to love that game mightily.
As for other games, Deus Ex and Unreal. Alexander Brandon made great dynamic mixes for those games.
And speaking of Deus Ex...

Metal Gear Solid 2's alert songs are dynamic; for some reason I find myself most interested in the portion of the Tanker alert song when you've only just been spotted and the alert hasn't been called yet, which is sadly not on any of the OST discs, or even the fan albums.
And I must also throw in a great thumbs up to the folks at Q Entertainment for Rez, Meteos, and Lumines, a trilogy of games whose entire soundscapes sync up perfectly with the rhythm of the music. You can effectively "remix" the in-game music just by the way you play.
