If I recall correctly, I played Rue's story first and thought the game was pretty mediocre, then started enjoying it when playing Mint's, so I agree with that article for the most part. The RPG elements are pretty dialed down in this game, it's less platformy than Brave Fencer but it didn't quite satisfy my action RPG craving at the time. Reminds me of Gurumin, actually.

I'm really interested in the PS1 era of action RPGs because of games like this. They're so streamlined but filled with character, never feels like my time is being wasted.

I'm really interested in the PS1 era of action RPGs because of games like this. They're so streamlined but filled with character, never feels like my time is being wasted. Well I'm not too familiar with more recent stuff, but in the 16-bit era too, action RPGs tended to be shorter than turn-based RPGs (which were also shorter than anything from PS1-era on). The Ys games all clocked in well under 10 hours, games like Crusader of Centy or Beyond Oasis around the 10 hour mark... They were able to condense a lot in a short playing time. As I got older I started to appreciate that about them. Off the top of my head, there just aren't that many PS1 action RPGs, though, and some of them lean harder on the action side of things and feel shallow to me as a result (you mentioned Mega Man Legends in the write-up, for example). I liked Granstream Saga, though it didn't seem very popular. And some people won't count it, but Alundra is amazing.
