What about Capcom releasing that mech game (Steel Battalion?) with an insanely large control panel like controller that both game and controller cost $300.

I think Tobal 2 was even in the video game edition of the Guiness book for the number of playable characters. In reality, though, there are only about a dozen real characters in the main game. The high number comes from the fact that you can capture every monster type present in the roguelike RPG mode and play as them in the fighting modes (plus unlock a few bosses). Most of them have much more limited movesets than the regular characters, though. You can even import your leveled-up character from the Quest mode into the main game, and since the impact of your hits depends on your states, a single punch with a high-level character can send the other player halfway across the ring. In this case, Pokémon probably beats it. Even if you count evolutionary lines as one character, it has a very high number of potential party members, and they are reasonably different.
I nominate Black Dahlia, which comes on eight CDs. I don't know whether that's the top, but it's up there.

Owlman Tobal 2's record would be for a fighting game, specifically. You'd expect some kind of RPG to have the most characters overall.

Disks for a single game
Kakyuusei for the PC98 comes on 17 floppy disks. I know for certain there's a greater extreme than that -- I wish I could remember what game it was, but there was some porn game on the PC-88 or PC-98 that came on well over 30 disks. I'll see if I can track it down, as the photo I've seen of the literal TOWER of disks for this random porn game is just mindboggling. -Tom

See also 8 inch floppy disks. Yeah, but as far as I'm aware, those were only ever used on mainframes/minicomputers/etc. I'm not aware of a single home computer that used them, certainly not one that had commercially-available games in that format. ...they're pretty rad regardless Infocom sold games for CPM computers on that format. Not exactly targeted at the normal home consumer, but then, neither was the Hyper Neo Geo.

Steamshovel Harry has one of the longest tutorials ever -- in fact it's a satire, there's no game because the Earth will be destroyed in 10 minutes and you're its only hope, however the tutorial takes longer than that... Ginormo Sword is all about grinding and using those obtained points to power up your sword to ridiculous extremes.

That's the one! Viper CTR: the game you can play on 40 floppies, or one CD. I don't think the floppy version was particularly popular, as a result. I can't seem to find the photo I saw before, which had all of those floppies stacked up, but I have at least been able to find another slightly less impressively staged image showing them all: -Tom

How about the Wizardry-style CRPG, Demise: Rise of the Ku'tan? If we're talking about the largest physical size of a game, hardware-inclusive, then I would think early mainframe games would take the title.
That theme park version of Galaxian 3 may be the largest arcade cabinet though, at least of which more than one unit was produced.

The Pioneer LaserActive. Just the base system cost $970 and then it was up to the developers if they wanted to make laserdisc games for it that made use of the pc-engine pac addon or the segacd pac addon so you had to get both if you wanted to play every game on it, and each pac cost $600, which would mean that you had to spend a grand total of $2170, and then we haven't even begun buying the games yet!. Also getting the right cam/gun and regional version for the PS2 game Police 911/Police 24/The Keisatsukan and have it all work I would classify as an extreme: "You need to get Konami's "capture eye", I wasted $15 finding out Eyetoy was no good before I got it. As for gun, it doesn't work with guncon 2, but luckily there are cheap light guns from China I found on Ebay that let you switch between "normal", guncon1 and guncon2. Also the only version of the game that works with USB camera support is the Japanese version. Luckily I was able to buy both it and the "capture eye" (also inteded for Japanese market) from an outfit in Hong Kong through Ebay for a reasonable price. In what sense? It's builds on Niantic's earlier Ingress mainly in Pokéstops being taken from Ingress's equivalent including the initial locations. I'm not sure if they're still 1-to-1 but they could be.
