It is very much a common thing for developers to recycle sound effects and music styles, to name a few, from other games that they've made. But why did Kung Fu Heroes on the NES, developed by Nihon Game, have sound effects from SMB1?

It happens. Hudson used the super Mario bros. Pause sound in Lode Runner for the Famicom/nes. Abadox uses the konami pause tone.
There’s a “footstep” sound used in many nes games. Castlevania uses it during the map scenes where Simon walks across the screen. It’s also the jump sound in Rygar, and I believe Bomberman uses it too.
