Did Hudson truly develop this version?
This video says Konami developed it (it was originally their Arcade game), but it doesn't sound like something they made for the Famicom/NES. It doesn't even have the 1985 Pause SFX.

I think Konami developed it but Hudson published it. I'd have to check the timeline of game publishing on the Famicom during this time, but I don't think Konami was publishing games on the Famicom yet at this point, but Hudson was already in. There are quite a number of early Konami games on the Famicom that have different publishers here and there, like Circus Charlie was published by a company named Soft Pro International apparently.

Konami had already been publishing on Famicom for a number of months before Pooyan came out so it's a bit mysterious why it was published by Hudson. Wikipedia makes the unsourced statement that Hudson ported it to MSX and Famicom. It does seem believable to me that Hudson licensed it since the arcade game was a bit old by late '85 and from the aesthetic differences.

In that case, it might've been some early licensing deals by other publishers for Konami ports.
