Help with creating an user disk for Dark Wraith (PC98)

I've ran into a strange issue when emulating Dark Wraith. The game boots up fine but my character's stats remain unchanged when leveling up when they should (I confirmed this by watching a playthrough by someone else). I suspect this problem might have to do with me not having created a User Disk. There are instuctions for this in the readmile file. It says to insert Dark Wraith (Disk 2).hdm in Floppy Drive 1 and a blank disk in Floppy Drive 2. However, the problem is that I have no idea how to get a hold of a blank disk that is recognized by the game.  I created a HDI using Neko Project II, but the game doesn't seem to recognize that format for whatever reason. Could someone perhaps give me an explanation on how to create a User Disk for this game? I'm far from an expert when it comes to PC98 emulation, so if you could put it in simple terms, that would very much be appreciated!
