I'm using ZSNES and I'm trying to run a fan translated version of Shiren the Wanderer. I've gotten a ROM of the SFC version of the game as well as the translation patch for the ROM and it doesn't seem to work. I read the Read Me file that came along with the patch and it said to rename the .ips file the same name that I have the .smc named and I did but it still wouldn't work. After that I downloaded a program called SNEStool (the Read Me for the patch suggested this) to remove a header that was on the ROM. After doing this I figured it'd run but it still wouldn't work. Does anyone have any suggestions as to what I can do to get this game to run? Any help will be greatly appreciated.

You need to make sure it's the 1.0 version of the game, for one thing. 4.00 MB (4,194,304 bytes) should be the size of the rom.
If softpatching fails entirely, try Lunar IPS. Also, NSRT is more useful for us end users than Snestool, now.
You should be able to find all of those programs on RHDN.

I use NINJA Tools for patching and NSRT for checking and such. Also, I prefer Snes9x but that's just me.

You either need to apply the patch yourself or set ZSNES up to automatically apply the patch each time you load the ROM.

Go into the zsnes options and check the option for autopatching. If it doesn't work, make sure both the rom and ips are named the same. Check that it doesn't have any trailing spaces.

Just use Snes tools and patch the ips to the file.

Okay, I finally got it to work but I just ended up switching over to SNES9x. Once I did that everything seemed to work perfectly after I patched the ROM and what not. Thanks for all the suggestions.

Why not just download the patched ROM already?
