Which systems have the best and worst game packaging?
Playstation was pretty bad; between Japan and America the cases came in at least six different shapes, which is an awful lot of trial and error to eventually decide on standard CD cases.
I think 32X CDs, early Sega CD games and most American 3DO games are the worst, though. They put the discs in blank jewel cases or paper sleeves, and then put that in a giant cardboard box. There's no good way to store those!

They also did that with early TG16-CDs. Games like Ys and Fighting-Street came in cheap boxes and lifeless jewel cases

European Megaman covers take the cake, the art is horrible on every single one and the description on the back is not really doing much good either.

Worst: Any game that insists on putting their discs in flimsy paper sleeves. I'm talkin' bout games like Baldur's Gate, Final Fantasy VII PC, Neverwinter Nights (the original version).
Best: Games that come in DVD cases. I love those things. My PS2 collection is well-protected by them, as are some of my PC games like Myst IV and Deus Ex 2.

European Megaman covers take the cake, the art is horrible on every single one and the description on the back is not really doing much good either. I agree. I mostly hate what they did with the Mega Man logos for European releases. For some reason they went and redesigned them and also used them in the games. They're horrible! In fact so horrible that I'm only willing to import Mega Man games from the US now (hey, I buy games to keep them, so looks matters to me!).
Redesigned logo for European version of Megaman Command Mission looks really good, though.

Correct me if I'm wrong but, didn't Genesis games come in plastic cases similar to DVD cases today? I always thought this was a superior design to the Snes' crappy cardboard boxes. I'm also wondering if Genesis games did come in plastic cases, why don't we see more used Genesis games for sale WITH the case? Did gamers consider the cases extra baggage? I never owned a Genesis, but if I did I would have kept the cases. I kept my crappy Snes games' cardboard boxes, even if I do have to use tape to keep them together.

Old Genny games definitely had the best. The boxes looked great and they were solid as hell. It made the Genesis seem indestructible. Too bad they had all those cheap black and white instruction books. It was late 1994 that they switched over to the cheap cardboard. Sonic and Knuckles was the first game I saw that way.

The best is the snaplock cases SNK used for the Neo Geo home system and early Neo Geo Pocket games.
Man remember pre-2000 PC game packaging? Totally insane.
That said current PC game packaging is pretty bad too, no more jewel cases, no more MANUALS in most cases, ugh.

Don't forget about the snap-lock cases for the original Game Boy games. I was so pissed when Nintendo dropped them to use the afformentioned plastic sleaves.

SNES game boxes are the worst for me- that cheap 'ready rip' cardboard they used- nurgh! Also they always seems to tear if you tried peeling the price stickers off them, even after using some isopropyl alcohol to help lift it

while the Snes cardboard boxes may have sucked, at least the games came with a hard plastic sleeve that protected the circuits from the elements. Well at least they did until around 1995 when new games stopped coming with these plastic sleeves.

Actually I read about that in an EGM a few years ago. The guys making the box art did that just because there were so many SHUMPS out at that time, they wanted some way to make Phalanx stand out. So they took a picture of some old fart with a banjo. Brilliant. I've never played the game.
