A all the way, it looks the most like the older games and I like the blues. B isn't too bad, but C is way too armored-looking (aside from the bizarre, open crotch lol).

Never liked the "underwear on the outside of their pants" look, so C it is. That's why I prefer it as well. Wouldn't it be a bit uncomfortable to wear a metallic underwear? Plus C has some cool metallic ridges as well. Although, in all honesty, I don't really see that much of a difference between the three designs.

B. I like how C makes him a bit more human but... like someone else said it makes him look like hes from the battle network series.
Maybe if he had something more practical, like some jeans or something I'd go with c.

Jeans would look really out of place with the armor, though. It's fine for that weird look El Shaddai's got going, but the black suit already looks like it's part of the armor.
Now, if it were simply a case where that area still has armor, but is the same color as the upper legs, I'd vote that. But I was happy to see ZX retire the undies color scheme, and I don't really want to see it back.

Mega Man in the Legends series is supposed to look more mech-like, so the more human look of design C is totally missing the point.
We already have Megaman .exe and Starforce and Zero and ZX, we don't need yet another Mega Man game that makes him look more like a normal human, especially in a series where he isn't a normal human.

Oh, I see the problem now: it's the waistline. In A and B, it's a thing cylinder. In C, it really does look more "realistic".

I don't see why making a little more human like is so bad. After all hes supposed to be the most human of all the Megas (even if he wasn't... in fact what was he?) and the inhabitants of the world perceived him as such. Some guy running around looking like a tin can and being treated normally seems more odd to me. I'm not saying completely change the design but more of a balance would fit.
Besides, having some more practical clothing underneath the armor would go along great with the slight archeological slant the series has going.

Don't forget that at the start of the second game, he's actually shown wearing normal clothing, so it's pretty clearly meant to just be an armored suit and not his actual body. Not to mention it's mentioned that he was found as a baby (which was stated to be the result of a massive reboot), so yeah, he's supposed to pass for a human.
