Poison (along with her palette-swapped double Roxy) is a member of Mad Gear that wear revealing tank tops and shorts with berets. Poison gets into street fights in order to maintain her figure. They attack with their long legs and acrobatic techniques.
Poison is one of the most controversial characters, as the backstory in the original Japanese versions of the game series described her as a newhalf, although later releases make no mention of this and exclusively refer to both Poison and Roxy as women (no indication is made that Roxy is a newhalf in any official documents). Whether this is merely a reflection of different views towards the gender status of transsexuals, or whether Capcom has chosen to remove this portion of the characters' backstories is unclear. Reportedly, Capcom USA was unaware of Poison's identity, and felt that having women as opponents was inappropriate, replacing the pair with two mundane-looking punks named Billy and Sid for the English SNES and GBA versions of the game. English language sequels including the American-developed Final Fight Revenge would follow the same model as later Japanese games, explicitly avoiding referring to the characters as anything other than female.
In Capcom Classics Collection, it is stated that Poison is a transvestite, while Roxy is a female who looks up to Poison, however, this is actually a mistranslation, as the Super Famicom version's manual for Final Fight that both character are males and that the only reason why Roxy is a transvestite is because of his admiration to Poison. Poison has a crush on Cody, as evidenced in Final Fight Revenge and Street Fighter Alpha 2. Poison is one of the prominent Mad Gear member in the series-she appeared as a playable character in Final Fight Revenge where she framed Cody for her many crimes, and also going legitimate as Hugo's manager in the Street Fighter III series.
Roxy has orange hair, Poison has pink hair.

Newhalf? I've never heard that term before.
Anyway, I'm leery about stuff that says things are translations from "original Japanese documentation", because more often than note, that's hearsay. Without tracking down the original manual and double checking, I'm going to assume that that information is incorrect.
I always understood that Poison was meant to be female, but was kinda jokingly dubbed a transvestite by Capcom USA to say there were no women characters. Capcom Japan ran with this, although they seem to flip flop on this stance on various instances. She is definitely quite feminine in Final Fight Revenge (mostly the voice)

Newhalf? I've never heard that term before. Means she was a guy at one point but the operation/medication/therapy is done and she is now completely female. The confusion arises because she IS female now by US terminology regardless of if they want her past to be known or not. The reason this confusion has come up in recent years is that in the All About Capcom Volume 1 (FF through SFII) information book from six years ago or so, I believe there is some kanji used that could be interperated either as her being completely female or as being a guy who's still having his gender altered. I don't have the book handy anymore but the discrecpency in it is why this exists.

I actually just bought that book like two days ago, I'll pour through it and see. There's an appendix in the back that lists all of the characters, so if it's anywhere, it's there.

Yeah I haven't read it in ages but supposedly there's also a point that might actually be a typo regarding her gender or something. That is to say it says too different things about her in two different places.
Either way, the information in that book is what started a lot of this, previously she was just seen as female in the US, and more serious players would consider her either a transexual or a transvestite without it turning into threads on message boards. Man I remember that awful SRK board had like a ten page argument about this.

Poison is definitely a dude. One of those official books from Capcom with super-detailed profiles for even the most minor characters says as much. It's not a matter of interpreting kanji, either; her profile says she's a newhalf in simple katakana, and if that weren't clear enough, there's a big symbol for male (the circle with the protruding arrow) by her head. I used to have a scan of this but lost it in a hard drive crash.

Newhalf refers to non-operative transsexuals as well as pre-operative ones. Point is, she's got a dick.

I can't translate the final part complete, but it mentions about the ending suggesting her crush on Cody, and asks "perhaps he really changed his gender?" It also specifically mentions how it's bad to hit a woman in America (ha!) which is why the character became a transsexual. So this pretty much confirms a lot of the stuff floating out there. But anyway, yeah, even in the later games, she's supposed to be a guy...maybe. That's Poison's ending, although I'm not sure what that's supposed to suggest...
