I prefer Alpha 3, personally (though I've only ever played the arcade CPS2 version - none of the home ports or upgrades like Zero 3 Upper).

SFA3 is also my personal favorite, although SF3: Third Strike gets honorable mention.

SFA3 is the best. The playstation port is excellent. The Dreamcast port would be gold if the DC controller was actually made to handle it (not enough buttons to include 3P and 3K, booo!). The GBA SFA3 Double Upper is god awful. I guess it's good for a handheld version, but compared to the PS and DC ports it's lacking even if it does include Eagle, Maki, and Yun.
I haven't played the PSP version SFA3 Max. It's supposedly good, it has all the characters plus Ingrid. I heard the d-pad feels weird, if you're new to SF you probably wouldn't notice the difference.
If Street Fighter Alpha Anthologies includes only the CPS-2 version of SFA3 I swear I will throw a temper tantrum.
SFIII Third Strike is good, but I can't say it's the best because in some ways Second Impact is better. In Second Impact characters did not share backgrounds or music, and Sean was a better character.

The Anthology has at least some variations on the home versions, so I've heard. So it has the extra characters from the PSOne/DC games but not the PSP version.

SFIII Third Strike is good, but I can't say it's the best because in some ways Second Impact is better. In Second Impact characters did not share backgrounds or music, and Sean was a better character. Definitely. I love Third Strike, but a lot of characters were semi-altered. Sean and Ibuki were really affected by this and are much weaker than they were in Double Impact which is sad seeing how both characters were capable of holding their own in Double Impact. Plus, Chun-Li in Third Strike is ridiculously over-powerful.

Realistally, Street Fighter Alpha 3, though if I put on my rose tinted glasses, my answer would be the classic version of Street Fighter 2, The World Warrior.
