If they were going to make the move to all digital, they should have done it as part of a transition to a new console, like the Vita. That would be the perfect opportunity. Of course it still might fail, but they'd have a much better shot than what they tried to do with the Go.
At this point though, just going with memory cards for physical distribution seems to be the way to go, at least in the short to medium term. The capacity and price drawbacks compared to optical media are no longer what they once were. And the hardware is way more reliable than with optical, particularly for a portable.
