Capcom vs SNK; you can actually fight inside the arcade on the left. Huh? Not that I remember. Maybe I'm having a brainfart here, but the game has no interactive stages, and I don't remember an arcade-specific stage in that one. Or do you just mean the left screen portion? I meant the left screen portion, where you enter the arcade/building. You can see a Capcom Vs SNK machine in that screenshot. I gotta find the mission but Elebits has you searching an arcade in a carnival for the little bits, complete with Konami arcade machines. Mission 26: My Favorite Hero Show. It has cabinets for Guitar Freaks, Beatmania, and Pop'n Music. As mentioned before: Mother 3 The Simpsons Someone mentioned GTA series before. I remember GTA: San Andreas had four machines you could find and play; Duality, Go Go Space Monkey, Let's Get Ready to Bumble, and They Crawled From Uranus. According to Wikipedia and GameFAQs there is a playable Missile Command arcade mission in Terminator 3: Rise of the Machines (and Centipede, but you access that on a computer instead).

I believe I saw an arcade in either Pac Man World 2 or 3 with old Pac Man games that are unlockable. All of the Pac-Man World games do have the original Pac-Man in it, although 2 also adds Ms. Pac-Man, Pac-Mania and Pac-Attack, the latter being based off of the remade version from the Japanese-only Namco Anthology 2, excluding the Puzzle mode for some reason. 2 and 3 are the only ones where they're accessed through arcade machines; PMW1 has it as an option on the main menu (same with Ms. Pac-Man on Ms. Pac-Man Maze Madness) Relatedly, the two Namco Museum games on Wii are the first and only two games to return to the museum-like menu like the originals, but this one is done with the same mechanics of the Pac'n Roll remake both games have (the second Wii Namco Museum only added a few more classic games and one more "remixed" game) And on the topic of compilations, other examples of an actual arcade-like setting being used as the menu are both Pinball Hall of Fame games (The Pinball Arcade uses a more standard menu, 'cause it'd be pretty impractical doing a menu for it nowadays) as well as Midway Arcade on iOS, which even has prizes you can redeem from the redemption games included.

I'm reasonably sure Donkey Kong 64 had arcade machines of the three DK games in it as well as one of Jetpak... Donkey Kong 64 only has the arcade version of the first Donkey Kong (as an arcade machine you can play in one of the stages), unfortunately, though I do appreciate its inclusion in the game. It's still the only way outside of emulation or an actual cabinet to play the original arcade game, to my knowledge. And yeah, it also has Jetpak as well. Alpha Protocol - There are at least one or two levels in the game that feature fake arcade machines in them. They aren't playable, and are just part of the background, but they're there. Their names and designs parody various popular old-school arcade games. Silent Hill: Shattered Memories features some arcade machines in it (not playable), for classic Konami games such as Rush 'n Attack and Contra, if I recall correctly. If you look at them, Harry will make a remark about "the classics".

I can't find any evidence of it, but I swear that either the SNES or Genesis versions of Beavis and Butthead had a level that featured arcade machines.

One part on the Carny level from House of the Dead: Overkill (and Typing of the Dead: Overkill as well) has you go through an arcade, featuring some actual Sega games in there. Don't remember much, but I do recall three: Space Harrier II (might've been a Mega-Tech cabinet?), obscure laserdisc game Astron Belt (unexpected, seriously) and GHOST Squad, which doesn't really make much sense being there since it's supposed to take place in the early 90s.
...and after looking at one screenshot, Zaxxon as well. Don't remember seeing it on HOTD Overkill, so maybe it was added for TOTD Overkill?

Lollipop Chainsaw has an entire mission based around an arcade with arcade-themed mini-games (but no actual playable cabinets).

Run Like Hell has some arcade machines in it, you get to play a really cheap reflex based mini-game if you interact with them. No screenshots though thankfully it's early in the game.

Terminator 2 Judgement Day had you get John Connor from an arcade Playstation Home if you can call it a game has an interactive arcade San Andreas has Go Go Spacemonkey (Gradius), Let's Get Ready To Bumble (Bombjack), Duality (Asteroids) and They Crawled From Uranus (Gyruss) In Haunting Starring Polterguy, one of the later homes gamerooms has arcade machines in it. I don't think they're interactive even in the context of the game. You also run across some in the arcade game Brute Force "Kill Em" in Beavis and Butthead Virtual Stupidity Cosmic Spacehead has an interactive area called Cape Carnival thats kinda arcade like but not really. Theres a slot machine and a micromachines styletop down racing minigame. Scooby Doo Mystery on Genesis kinda has that too. Thats all I can think of for now.

Arkanoid II: Revenge of Doh That was used on many of Taito's PC games of the time. I recall seeing it on Rambo III as well.
