It's isometric rather than sidescrolling, but I think Skeleton Krew for Genesis belongs to this topic. While as a game is not that great (as most isometric action games sadly are), it has a very interesting cyberpunk/horror aesthetic and an excellent dark electronica score. Curiously the Amiga version is mostly identical but features a trip-hop score that in my opinion has nothing to to with the game.
