No! Why would they need to add new fighters? It's a re-release/port, not a new game. I would've preferred a compilation of all three Street Fighter III games, perhaps with "Hyper Street Fighter III" mode where you can switch between all three games' character rosters, but a simple re-release of the last game is better than another "HD Remix". Udon should keep their hands off games and stick to comic books. 4th Strike?

Capcom keeps saying fans will be very excited about this port, but they are not adding any new fighters or fixing balancing issues. I keep hoping they have more up their sleeves than just a blurry filter effect. It could be worth my money if they added the stages from the original Street Fighter 3 and Double Impact along with their musical themes. It would also be nice to select between all three versions of fighters sorta like the last iteration of Street Fighter 2 in arcades. I'm keeping my fingers crossed since Capcom said they put alot of money into this one, but I wouldn't be surprised if that money went into a stable online mode, graphical filters, and a UDON-made animated intro. I don't remember there being any characters who were particularly broken. The more you play and the better you get, the more you see this.

While there's no one outright broken in 3S, there are some really bad mismatches. A pretty big chunk of the cast, like Sean, Twelve, Hugo, etc. aren't competitively viable. There's this one guy who has a freakishly good Q, but he's the exception, not the rule.
But yeah, there are some 9-1 matchups in 3S, which is REALLY unbalanced.

Today's entry at the Super Street Fighter IV blog provided some hints about upcoming E3 announcements from Capcom. We'll apparently be getting a followup report on something that we haven't heard about for a while. The hint is: "10100 - 1000 - 1001 - 10010 - 100."
Hint - It's binary for Third, so they're talking about SF3

Try playing as Sean against a good Chun Li or Ken player... While I totally agree with your point that the game was designed to be unbalanced (hence 2 of 3S's new characters being top tier and 3 being bottom), try playing as Chun Li against a good player using Sean or Twelve... same difference.

I seem to recall Ryu got substantially worse, too. I mean granted, you can't expect him to be top-tier in every SF game, but when even Daigo switches to Ken, you know you dun ****ed up.

The original Street Fighter maybe.
But yeah, Ken has been a top-tier character, at least as far back as the Alpha series. I have the old Alpha 2 strategy guide written by Matt Taylor (Slasher Quan) that included a list of tiers from different source, and Ken was in the top five characters in all of them.
