How are these things tested? Is this all judged by tournaments? Surely you would need long matches on every single character played by virtuosos who had learned them all well.
Kusaregedo from Samurai Shodown is one of the few characters I thought it might be impossible to win a tournament with, which is a shame because I think is is really cool, aside from having an inept set of moves.

The methodology on these things isn't exact--it's basically, "This is what we think, until some player comes and kicks all of our asses with character we underestimated." I seem to recall some Korean players basically rewrote the book on Tekken 3 tier lists after they demonstrated the effectiveness of "poking" with characters like Nina. Ken's mid-tier in SF4 and upper-mid in SSF4, though still good. Granted, the SF4 games are also really balanced compared to Third Strike so just about all the characters are good. At the very least there aren't any ridiculous mismatches like in 3S. Ken was also mid-tier in SF3:2I (zero clue about NG). It's actually kinda funny how drastic a lot of the balancing went between 2I and 3S. Ibuki and Sean were two of the best characters in 2I.

I think it's pure luck at times. That flash on the borders of the lifebar is supposed to help with timing but the frames are so ridiculously tight that it's near-impossible to do in online play.

Do you play online? There's plenty of players that hit their links consistently. It's more about getting the rhythm down than going by any kind of cue. Get the rhythm down, and it should come out somewhat consistently, lag spikes notwithstanding.
And that's the thing about IV. Executing many of the combos is not a sure thing in that even if you've practiced, you'll never get it 100% especially in a heated match. I've noticed that even pros miss a noticeable amount in this game. I've learned to like it. It's like sports. Even pro basketball players can't shoot 100% free throws, usually not even close. But with enough practice, you could definitely be someone players don't want to foul, or in the case of SF, a decent combo-er. I was a BlazBlue guy at first, but now I prefer IV over its more dial-a-combo system. The chance of failure makes pulling the combos off more exciting I guess.

Check SRK. There are tricks to getting combos down like plinking. I'm not a fan of them being practically required for even low level competitive play though.

I also love how if you try, say, a MP after two LPs, like in one of Akuma's combos, half the time he just sits, as if you hadn't pressed the button at all, and lets the other player wallop him. Count in that these normal links require a suppressed "rhythm" while the FADCs need to be put in as fast as humanly possible, and it gets downright infuriating. The combos and the tutorial areas are where I think Blazblue stomps SSF4 to the curb; it's not cool at all when I need turbo buttons to link two fucking MPs ever. Now don't get me wrong, flaws aside I love SSF4. But not even Third Strike had this kind of bullshit, and I'm not a huge fan of that game. Also, I wholeheartedly support the notion of adding more characters to this edition of 3rd Strike. Mostly for Dan and/or Hakan.

It just took someone figuring out that a downthrow with a really well timed rest took out 3 of the top 5 characters within 5 seconds of play.
