Surprised no one said Michigan: Report From Hell. It's got Michigan in the title! It's in derboo's list, and apparently it doesn't take place in Michigan. I've never played it so I don't know the details. Weird! I Ctrl+F'd for it on every page. Guess I overlooked it. Didn't know it didn't actually take place in Michigan. Never payed that close attention. Apparently it's just a reference to Lake Michigan.

So it turns out there're _two_ Tom Sawyer games for the famicom, the other by Seta, which is the one I was thinking of first of all. Seta's seems to imply its game is a dream of the titular Tom. Is Tom Sawyer a pretty big deal in Japan? Odd... Michigan: Report From Hell weirdly takes place in Chicago, Illinois. It's also a lake, y'know, bordering Wisconsin and Illinois. Michigan Avenue is a major street that runs through Chicago.

If there is an example for Minnesota, I don't think it's going to be very good. There was "Minnesota Fats Pool Legend" but that was just a character name and I don't know if it was necessarily set in Minnesota. (would have to watch the Saturn FMVs again, which I recall were pretty terrible.) I know the state has the Mall of America, and Target and Best Buy were created there. I don't know, did any interpretations of Jack Thompson's "murder simulator" take place at Best Buy HQ (as I recall shooting up Best Buy employees was part of his horrible game idea that was a joke but game fans did it anyways because of his fake promise of a charitable donation to Child's Play, and because he's a horrible person. ) They never made a Fargo game (I know Fargo is in ND but I recall the movie was mostly MN) or Grumpy Old Men. General Mills is also MN, certainly they've had some kind of advergame yet? Actually, Chex Quest would be General Mills. And Fargo does mostly take place in Brainerd MN. But I guess it was mostly filmed closer to the Cities. And I'll still figure out where they hell they thought we had those fucking accents. What bothers me though is that I can't think of anything that takes place in South Dakota. I mean we have Mt. Rushmore. Seems like that should've been a level in some game.

Pilotwings 64 let's you fly around a miniature (but still big) version of the continental 48 states, and there's a Mt. Rushmore version with Mario's face on it (and it turns into Wario's face if you fire a gyrocopter rocket at it). Does that count?

There are several travel type games with Mt. Rushmore stages. Fatal Fury 2, Sam & Max Hit the Road, ... but I can't think of a game that takes place predominantly around Mt. Rushmore.

There's so many examples for New York, but I do think The Warriors should be among them for how well it duplicates the griminess of the parts of Brooklyn/etc. it takes place in in the 70s.
Also for New Jersey, Manhunt takes place in the fictional Carcer City, but it's very very blatantly based on the cities of Camden and Newark in New Jersey.
There's a game coming out later this year called Firewatch that takes place entirely in Wyoming.
Hitman: Blood Money has a two mission story arc set in Mississippi.

You may be surprised to learn that New York is a state, not just a city. That much I actually know, thanks to how NY-centric television has been here for the last 20 years or so. Though I think a lot of swedish just say "New York" when they're talking about NYC. Well, I guess that goes for just anout everyone outside of the US. EDIT: Sweden is obsessed with NYC in general. Stockholm has a ridiculous fascination with Brooklyn in particular, which has resulted in the rather strange fact that the Brooklyn Lager beer even has a brewery here, and we have bars called all things "brooklyn". Yesterday I sat down with a map and tried to name all the states and I only managed to get the following right: New York, New Jersey, California, Alaska, Texas, Florida, New Mexico, Illinois, Nevada, Massachusetts and Louisiana. So I really have some studying to do.

We actually get a lot of tourists from Sweden here so I guess that makes sense. The Brooklyn fascination there and in some other countries doesn't surprise me either. Brooklyn is extremely fractured right now, with the hyper-gentrified and expensive Williamsburg serving as like how to say. Like if you go to Epcot Center in Disney World you can go to fake overpriced tourist France, fake overpriced tourist Germany, fake overpriced tourist Japan, etc.? Williamsburg now is like that but for Brooklyn.
It's true too, like in NYC itself we refer to the individual boroughs but even in NY State itself and around it "NY" means "New York City" and anything else in the state is referred to more specifically like Hudson Valley, Buffalo, or a generic "upstate."
