You know, I could go with some real low-hanging fruit here like ZX Spectrum Street Fighter 2 or Game.com Sonic Jam, but instead, but those ones at least have the excuse that they're on weak hardware that were being pushed way beyond their limits.
Instead, I'm going to post a port that has no excuse: the GBA version of Marble Madness.
They literally took out 3 of the 6 levels and just had the game cut to the title screen after level 3. And I mean, this is Marble Madness, already an extremely short game, and 20 years old by the time this version came out. One of the three levels remaining is the "Practice" level which takes, not exaggerating, 5 seconds to beat.
Here's a longplay:
Yes, 2 minutes to complete the entire game, and the first 30 seconds is just startup logos. GBA Marble Madness is.about as close to releasing literally nothing as I've ever seen in my life of playing video games. And just to add insult to injury, the sound emulation sucks too, AND it's missing animations, AND it's missing most of the level hazards too.

Max Payne for the GBA is pretty bad. Cutscenes and stages are missing, so the plot makes no sense at points.
Chrono Trigger for Windows is just insulting.
The Force Unleashed for Windows does't even have a function to exit the game.

Wow, what a surprise for Marble Madness. I would never expect a GBA game to be worst than an NES release from over a decade ago.

Wasn't the GBA the prime console for this? I remember the Midway ports of various MK titles also sucking donkey balls. Plus Earthworm Jim and so on. Although it depends on your definition of "bad" - ambitious stuff like the various home computer Double Dragon ports are probably less enjoyable, but have a ton of excuses, say, Marble Madness didn't have.
There's also Aladdin on the NES, a worse game than the Chinese pirate of the SNES version (for the NES as well).

Quite a few fighting games ported to portable systems could qualify.

Mortal Kombat Advance was the only game Electronic Gaming Monthly ever gave a score of zero out of ten.

Holy shit, that Game Boy Advance port of Marble Madness is atrocious. It looks more like a half-baked alpha version than a full release. It's like the developers didn't have the time or budget to make a full port, and just rushed out what they could. Disappointing.

Batman Arkham Knight for PC, which was a port so bad they had to remove it from Steam and offer full refunds.

Batman Arkham Knight for PC, which was a port so bad they had to remove it from Steam and offer full refunds. Which is precisely the reason why I still haven't played it almost 3 years after it's release despite being hyped for it. It's bizarre because the PC ports of the other two games were flawless.

sometimes always monsters on the ps4
It crashes randomly. It can happen at every second hour or every 10 minute. It just happens. I never had issues with the PC version.
Not quite sure, but Deadly Premonition was infamous for having a bad PC port, but I only played it on ps3, thus I don't know the details.
Yours sincerely

MS-DOS Mega Man was ok. And grab Castlevania while you at it.

The PC port of Deadly Premonition is criminal- if you can get it to boot pray you don’t have surround speakers unless you want to hear the looping sound of a car brakes any time in a vehicle. Also- enjoy potentially having the aiming not work beyond a timy window many certain enemies & items impossible to reach. But wait! You also have random crashes and save file corruptions too! Secret of Mana on PS4 Is hella sloppy too- enemies randomly laying prone and forgetting to actually die, some ememies in the Mana Palace literally turning invincible for up to 10 minutes at a time (no, lucid barrier wasn’t cast- even magic wouldn’t hit) and then theres the fact it has crashed more than well...Deadly Premonition on PC. Why I bothered grinding out a Platinum Trophy probably says a whole lot about me
