According to this Joystiq article from almost a year ago, it was taken down from XBLA in the first place due to expiring rights, and that it was due back up "soon" from Bethesda. Clearly this hasn't happened yet, and I haven't heard any news about it since. Why would the release be taking this long to come back up? I'd sure like to play Doom on XBLA, and I'm sure many more who didn't buy the game back when it was up would like another chance to do so.

Why don't you just buy it on PC? You can use a mouse and keyboard as intended. Many awesome source ports, many that will let you play the original game on modern operating systems (the standard Doom95.exe sucks and the mouse is broken in it). All you need is the wad files from the actual game which you can get on Steam.

All they should need to do is change the Company Logo and add some Extra credits. I know this is possible because the Developer of Doritoes Crash Course and Assault Hero series did this with their games there called Behaviour now and Castlevania STON had a patch that removed the good ending credit song and replaced it with the bad ending one.
Even with all this it could take ages to come back up. Crash Bandicoot 2 on PSN store In europe was out for a small amount time time late 2007. Then just vanished from the store it showed back up early 2011. This never happened on the European store with any other PS1 game of the Crash series either.

The game has freezing problems, not sure if Microsoft would want it back on the marketplace. You're not missing much, it's a lazy port. If you want to play Doom on a console, there's a port included with the Doom 3 Collector's Edition which might work on a 360. Why don't you just buy it on PC? You can use a mouse and keyboard as intended. I don't think it was intended to be played with a mouse.

Doom never froze on me once on 360. Scot Pilgrim did twice both times at the stage with Ninjas though this got patched.
Game Room freezes all the time if you display lots of Machines and Mascots in Your Arcade and can even Freeze the Machine just exiting the game. These bugs have existed in the Game Room since December last year. The game hits the top 10 Xbla sales alot as well and was Publised by Microsoft Themselves.
So I doubt doom has not shown up again just for a single error . Maybe you can get doom from a Promo Download code I know in America a few games was given out with Xbox Live cards.

I don't think it was intended to be played with a mouse. John Romero used to post to his .plan file all the time, preaching the wonders of using the mouse - he'd always brag about how he could get through the levels faster using the mouse than the keyboard by itself.

I played a -ton- of Doom on XBLA both by myself and with friends (completing it on ultra violence solo), and I never once had it freeze. It seemed like a really good port, to me!

Yar, Kitten, I never ran into any problems either. Went through Ultra Violence as well.
...That said, I never had gold until recently, so I really want to play it with other people. I just need the online achieves for my 200/200.

If you really want it, they released those downloadable cards that you can find at Gamestop and the like, which will let you purchase the game even if it's delisted. You might be able to find an unused one somewhere online.

Those download cards sound like a good idea, thanks. I have no idea how I'd find one, but if I ever stumble across one in a Gamestop somewhere I'll pick it up. If that doesn't work out though, I could just get the Doom 3 expansion pack for Xbox, which has the original Doom games in it (and apparently is backward-compatible with 360, fortunately). And I know I could just play it on the PC, but I'd prefer to play it on a console if at all possible. If I have no other option I'll play it on PC; it's just a preference of mine.

Not that I know of; I held onto my card for Super Street Fighter II Turbo HD Remix for a couple years after getting it, and when I tested it out (by choosing not to download right after putting the code in) it still worked.
