So wait, let me get this straight: Darkstalkers is announced, then Capcom says "no, you misunderstood," and now people are saying "Nah, it's definitely happening, they just haven't made an official, specific announcement yet." See, now Capcom is just trying to mess with our heads.

I hate Capcom more than anyone else at this point in time and have no personal attachment to the Darkstalkers series that makes me "hope" it will actually happen. It would just be an insanely ridiculous business decision to tease like this and follow-up with nothing.

This is Capcom we're talking about. Would you really put it past them? Not me, that's for sure. If anything, I always thought it was better for this series to end on a high note long ago. Given Capcom's track record lately, let's not be foolish enough to think that they genuinely care about backlash from the fans, if anything they can always use that to as a way to deflect any criticism. Kind of off-topic, but context is important here. It's just pattern recognition, really.

Given the context, it's a somewhat decent move. Somewhat. That would be rather cool indeed.
