I liked how they turned Robotnik into a jolly, mostly incompetent fat man into THE DARK LORD HIMSELF in the transition from Japan to the US. As for my favorite villian... I couldn't be 100% sure if he's my FAVORITE... but I'd nominate Weaselby from Henry Hatsworth and the Puzzling Adventure. So you've got this snooty rich guy who's basically the steampunk bastard child of Robotnik and Wily who fights you in a flying top hat, before you eventually fight him hand to hand. And then you make your way through his mansion, expecting to get into one final confrontation with him, but there was no Weaselby. It was your jealous child sidekick the entire time, who uses the money you spend on upgrades from him to buy a giant robot to kill you with. It's like Luke from Professor Layton completely lost his shit. I'd also put Dr. Neo Cortex from the Crash Bandicoot games up there. Sure, he's not really what you'd call an effective villian, but him being voiced by Clancy Brown, AKA Lex Luthor, gives him a very "don't fuck with me" quality.

This begs a question that nobody really wants to answer, I tend to think.
What could scriptwriters do to come up with a storyline where the villain(s) don't overshadow the protagonists, don't get to steal the show or be more stylish, but still keep the plot interesting, and keep the player interested?

Easy, you make the protagonist more awesome. Example: Raoh and Kenshiro.

Dunno about favorites, but what I do know is that i particulary enjoy henchmen more then the antagonist himself. Not the grunts, but the boss henchmen.

My favorite villain you could argue doesn't really fit this list, as it isnt a main villain, but it used to freak me the hell out as a kid so it has some nostalgia for me: The Angry Sun from World 2 of Super Mario 3 on the NES.

I'm sure if I really thought about it or took a look at the games that I own I could think of a better answer, but first one that popped into my head was Zoran Lazarevic from Uncharted 2. He's kinda generic, but he's so over the top that he's a lot of fun to watch (you can tell that graham mctavish had a good time playing him) and easy to hate. And despite being a little too theatrical at times, he's freakishly competent at his job. Would have been nice if the boss fight was more engaging, but the way he was finally dispatched was pretty satisfying.

I still love the Boss from Soldier Blade. The dude just won't give up and always comes back with something bigger and better than he fought with last! I love recurring villains that just keep trying their damnedest to ruin your day in any way they possibly can. The spider from Limbo is just such an example of such greatness.

I adored GlaDOS in Portal 2. Passive-aggressive robots and physics puzzles? It's like they reached into my brain and made my ideas reality.

Stop making the hero a cipher for the player? Not to mention you can have all kinds of villians. By the end all the protagonists are pretty much simple let's do this for the light! Whereas the villain keeps breaking down further into madness....
