The late Jon Polito as Ulysess S. Pitt. That game(Dead Head Fred) had me dying from beginning to end. The perfect protagonist and antagonist with quality writing and dialogue. It even kinda looked like a macabre version of Jon. That has to be the most under appreciated game ever produced.
Sadly, can't find a single image of the character online. Now that is woeful.

Zanza from Xenoblade Chronicles. He's heralded as the divine one by the protagonists only to find out that he couldn't care less about the beings he's created. It's interesting to personify a superpower deity. Speaking of which, Myyah from Xenogears gives me the creeps.

Adolf Hitler, wherever he appears. Because pwning Hitler is always fun, especially when he explod(e)s. And Command & Conquer's Kane. What makes him great is Joe Kucan's acting and the fact that he always survived somehow to lead Brotherhood of Nod in the next war is awesome. I mean, this guy took ion cannon blast to the face in Tiberian Dawn, then was merely stabbed with a scrap piece in Tiberian Sun. Kane LIVES! The third guy would be Nathaniel Draygan from Crusader games. An ice cold bureaucrat of World Economic Consortium who isn't afraid to kill his own employees should they fail to do their task and later wants to blow up the lunar mining colony, taking the Silencer with hiself, then facing the protagonist in a mech. He fails to stop the Tin Man both times and eventually goes down. Lastly, if RPG Maker games are taken into consideration, Phantom Slasher of The Way. It's an anomaly, a speechless shadow roaming the eponymous world, killing people seemingly at random, regardless if it's day or night. And no one, no one is literally able to take on it, anyone who dared to fight Phantom Slasher ended up brutally murdered. The only person not bothered by it is the protagonist himself, for some weird (very weird) reason. The first time I played through the game I was genuinely scared of this... "thing".
