Okay, on the subject of NGPC fighting games, I have to ask...
Am I crazy, or did Samurai Showdown 2 have better animation than its arcade counterparts?

Still, you're comparing a horribly choppy and gimped version that misses some of the cast to a 1:1 port, shoulder button issues aside (which aren't bad at all; If I was a tourney player/snob I'd complain about how we shouldn't use anything but sticks for fighters, but I'm not, and would rather not be the "no fun allowed" guy.) Yeah, because we all know that the people who like to play competitively are not having fun.

I did not say the two were mutually exclusive, at all. (Also note that this is someone who follows the major tourneys and finds high level play very interesting.)

True story: They're playing because their parents will beat them with rattan if they don't place in the top spot. So yeah, I guess that would count for fun.
Handhelds are kind of counter-intuitive for fighters; not sure about you but I'm not that good at keeping my hands in a similar position when attempting combos or heated sequences of special moves...on a handheld that would be like trying to watch the screen during an earthquake. I can't imagine how much worse that is with the 3ds should you pass outside the viewing angle.
