Yeah, agreed. SoR2 was pretty cartoony. However it was also somewhat dark - simply the colors, not the designs. But Final Fight was way more gritty. Just listen to the first level theme of each of these games, and look at the setting - FF is in a plain slum (with a grungy guitar riff), SoR2 is set in a neon filled street (with a danceable beat). Interesting enough, FF starts out set at daytime, so it's reversed somewhat (less cartoony, but also less night-time-y).

I think the new art style works well for a video game. Something's inevitably gonna be lost in transition from pixel art graphics, so I ain't complaining about the change.
I also don't mind staying away from gritty '90s comic book aesthetics, if the Fleetway Comics adaptation was any indication.

I wonder, if the Pine Pot can reduce the rent. Surroundings are one of the key elements regarding pricing of rent. The game looks really good in movement as well as the shadow effects.
